The comprehensive modernisation of the municipal office, which was built in 1937, has now also been completed to a high standard. While the ground floor was on the raised ground floor before the conversion, large parts of this level have now been lowered to street level and glazed and thus converted into a barrier-free and transparent citizens' office. The renovation relies on night cooling and cross-ventilation. The reduction of the heating energy demand is achieved, among other things, by a wall system of interior insulation with clay plaster and at the same time makes it possible to leave the façade unchanged.

BUILDING DESCRIPTION

The village hall, built in the 1930s, was structurally still in good condition and there was a desire to preserve the appearance and identity of the socially accepted and valued part of the village centre of Muntlix. Through precise measures, the house was adapted for a contemporary use for the administration of the municipality, taking into account the existing qualities. Inside, the building was divided into storey-wise areas of use and adapted spatially and technically to today's needs. By lowering the entrance as well as the eastern ground floor to street level, it was possible to create a citizens' service point without thresholds. The new workplaces and club rooms are bright, communicative and show a high flexibility of use. On the upper floor the formerly numerous partition walls gave way to an open office structure that can be flexibly zoned with glass walls and shelves. In the attic, formerly used by the kindergarten and men's choir, a conference hall and rehearsal room were created. A foyer with a bar makes this level suitable as an infrastructure for events of various kinds, while the archive, storage and technical equipment were housed in the basement. Since the façade did not allow for external insulation without gross formal losses, the building was insulated on the inside. Calcium silicate panels were used, which were covered with clay plaster on the room side. The demands on ecology and energy efficiency were high. In addition to comfort ventilation with heat recovery, the climate concept relies on night cooling and cross-ventilation. In addition to reducing the heating energy requirement by approx. 75%, special attention was paid to the use of ecologically harmless and low-pollution materials. The municipal biomass power plant and the photovoltaic system on the roof supply the building with energy.
Urban context
The area around the municipal office has undergone several local and architectural upgrades in recent years and decades. The new building of the neighbouring kindergarten was planned by Hein Architekten, Bregenz, and also received a state prize.

State of repair

Conditions of the envelope
Before the renovation, the kindergarten was located on the 1st floor of the municipal office. In the roof there were small office and meeting rooms and on the ground floor the administration. The interlocking with the kindergarten was very unfavorable. In addition, the rooms were not well ventilated or lit.
Description of pre-intervention building services
Even before the renovation, the connection to the local heating system already existed. The heat output was provided by old radiators with individual room control.

ELEMENTS WORTHY OF PRESERVATION
The external appearance of the building was preserved.
Heritage Value Assesment
The community centre Zwischenwasser is the community centre for the three districts Muntlix, Batschuns and Dafins between the rivers Frutz and Frödisch. The characteristic building from the 1930s should be preserved as an identity building, even if it is not listed as a historical monument. Especially characteristic are the stone borders between the windows of the building on the first floor and the plaster structure.

Aim of retrofit

Renovation
The building should be able to offer bright rooms for the municipal services, the municipal administration and meeting rooms for the municipal council and citizen music and become more energy efficient without changes to the facade.
Was there any change of use?
Before the renovation, the kindergarten of the district was located on the 1st floor. After the new kindergarten was built on the neighboring property, the local authority could use the whole building and additionally integrate the practice room for the music band.

The outer wall was insulated on the inside with 6 cm and 10 cm thick calcium silicate panels. These were either plastered on the inside or clad with panelling. The U-value improved to 0.43 or 0.31 W/m²K.

Before the renovation, hot water was heated in an electric hot water tank in the basement with 120 litres. After the renovation, it is prepared decentrally in flow heaters and small storage tanks on each floor.
